You need a credit card to signup and Paypal is like a middle-man for all your online transactions. It is like opening a bank account with Paypal. You deposit some money in this account with a creditcard, and do your online purchases with your paypal account instead of a credit card, making it safer. Paypal deduct a small commission with the receiving merchant, the customer doesnt' pay extra. But not all merchants accept Paypal. Some require you to give your credit card info.

Well, there is nothing called free-lunch. There is a discussion in http://www.webhostingtalk.com/showthread.php?s=&threadid=301898 Of the 9.5 million, 4.0 mil is going to the lawyers and the rest will be divided among the complaitns. If there are 1 mil eligible, then I would only get 5$. Not worth the hassle, considering I've to sent a snail-mail form. And since I never did any transaction, I am not eligible. For once, I thought I would get couple of 100s in free giveaways.
